BACKGROUND A-PAD Philippines organized an International Symposium on Strengthening Community Resilience and Humanitarian Response through Localized DRRM Platform in Manila, Philippines on 28 February 2019. PDRF Emergency Operations Center (EOC) in Clark, Pampanga and the Field Visit in Bicol took place on 01 March to 04 March 2019. CIS and A-PAD Bangladesh nominated Md. Wakar Hossain, Director, Patient Care & Public Relation, DCH Trust and Prof. Dr. Md. Abdul Aziz, Honorable Member of Parliament, Bangladesh to attend this symposium and field visit. During their visit they gained experience and shared to the local community of Bangladesh.
OBJECTIVE OF THE VISIT Symposium Objectives * To share experiences, good practices, lesions and challenges among A-PAD Platforms (international and local) on cross-sectoral collaboration, community resilience and effective humanitarian response * To draw inspiration and lessons learned from each other’s practices in securing pre-agreements and cooperation among different actors Field Visit Objective General Objective
To have an exchange of best practice among A-PAD member countries in building their national platform.
Specific objectives * To identify and exchange successful experiences in their own countries * To know the degree of challenges faced by their sectors in applying DRRM. *To link strategic actors of national, sub-national, civil society organizations, private sector for grater advocacy for increasing each countries resilience.
BRIEF DESCRIPTION OF THE SYMPOSIUM A-PAD Philippines presents the International Symposium 2019 marking the 10th year since the A-PAD founding partners first gathered to develop a framework for disaster-relief work which could be enhanced by the existence of a pre-agreement and cooperation among different actors. After a decade of building a trans-national disaster aid alliance that works to facilitate cooperation and understanding between governments, private companies and NGOs in the Asia Pacific region, the A-PAD National Platforms in Japan, Sri Lanka, Indonesia, Philippines, Korea and Bangladesh have gained good practices in the establishment of a comprehensive system of cooperation at the international, national and local levels. To ensure the comprehensive participation and support of the academe, media, business groups, civil society organization, faith based organizations and government the following were presented by the member countries. Learning from the disasters in 2018 – earthquakes and tsunami and how collaboration effort was realized in A-PAD Indonesia District-level disaster management in A-PAD Sri Lanka Mobile support for other country members by A-PAD Korea Experience with Rohigya refugees in Bangladesh by A-PAD Bangladesh To be determined Private Sector Led and Cross-sectoral DRRM Platforms at the Regional Level
LEARNING FROM SYMPOSIUM AND FIELD VISIT * Efforts towards disaster resilience are constantly challenged by natural hazards occurring more frequently and impacting negatively on communities, lives and the economy of the Asia Pacific Region * Situation Challenges local actors to ensure that community disaster preparedness should go hand in hand with harnessing cooperation among the local actors and key stakeholders * Gain the knowledge of strategic actors of national, sub-national, civil society organizations, private sectors for greater advocacy for increasing each countries resilience
OUTCOME OF THE VISIT * Increased awareness and understanding on the roles of local sectors/stakeholders * Actionable commitments from the Sectors, Regional Platforms, and National Platforms * Recommendations for the strengthening of localized DRRM platforms
CONCLUSION This International Symposium and Field visit in Bicol was help to promote the localized disaster risk reduction and management (DRRM) platform as the mechanism of A-PAD for strengthening community resilience and for the provision of effective and efficient humanitarian response; and to highlight its across sectoral composition to ensure the comprehensive participation and support of the academe, media, business groups, civil society organizations, faith based organizations, and government
